Resolution: Promoting Further Air Deposition Research in the Great Lakes
Whereas, air regulatory agencies in the eight Great Lakes states and Ontario agree that a collaborative effort is vital to successfully implement a compatible regional database of airborne toxic pollutant emissions; and Whereas, this database will assist in the successful implementation of key provisions of the Great Lakes Toxic Substances Control Agreement, signed by the Great Lakes governors and premiers in 1986; and Whereas, this work is consistent with state activities for the implementation of the Urban Area Source Program required under sections 112(c) and 112(k) of the Clean Air Act Amendments of 1990, and the assessment of atmospheric deposition to the Great Lakes under the efforts of U.S. EPA's Great Waters Program; and Whereas, the U. S. EPA, Region 5 has indicated an interest in air deposition monitoring work as a means to define and regulate sources; evaluate control technology; establish guidelines for siting new facilities; and reduce airborne deposition of persistent toxic chemicals to the Great Lakes; and Whereas, the Great Lakes Commission has established an annual emissions inventory and seeks to expand this product to include air deposition monitoring in the interest of further supporting EPA’s Great Waters Program. Therefore, Be It Resolved, that by December 31, 2001, the Great Lakes Commission will develop a long-term strategy, in partnership with each of the Great Lakes states and Ontario, to incorporate air deposition monitoring activities into existing activities; and Be It Finally Resolved, that the Great Lakes Commission will pursue this opportunity, together with the U.S. EPA Air and Radiation Division, Region 5, each of the eight Great Lakes states and Ontario, in support of the Great Waters Program goal to reduce atmospheric deposition of toxics to the Great Lakes. This action further supports related program goals such as Total Maximum Daily Load research and Urban Air Toxics Program. Adopted by the unanimous action of the eight member states of the Great Lakes Commission at the 2000 Semiannual Meeting in Duluth, Minnesota on May 12, 2000. |
