Position available: Web Services / Database Development

The Great Lakes Commission is seeking an individual to fill the position of Program Specialist with database, web services and/or Geographic Information Systems (GIS) application experience . This is an excellent opportunity for a skilled person with technical skills and an interest in emerging Internet and geospatial application technologies. The job requires commitment to excellence and the ability to function in a small collegial team environment. The job is a full-time, renewable 12-month appointment and it requires on-site work in our Ann Arbor, Michigan office, five days a week. The Great Lakes Commission offers a competitive salary and comprehensive benefit package that includes medical, dental and optical insurance. Responsibilities
The Program Specialist position will work closely with other Commission staff, local, state, and federal agencies and related partners on various projects requiring GIS mapping, analysis and product development including web mapping applications covering the Great Lakes – St. Lawrence River basin including parts of the States of Minnesota, Wisconsin, Illinois, Indiana, Michigan, Ohio, Pennsylvania and New York and by the Province of Ontario. The work can include database development and GIS support for air toxics emission datasets, emergency response plans, contaminated sediment analyses, aquatic invasive species control and related biologic, chemical and physical monitoring programs.

Qualifications
The ideal candidate will have at least a bachelor's degree in a relevant field (computer sciences, geography, environmental sciences, natural resource management/planning or related field), possess a minimum of six months applied database experience (PostgreSQL and MySQL preferred), and be proficient in one or more of the following standards/languages: HTML, Javascript, Java, KML, Perl, PHP, and WFS/WMS. Experience with GIS application software is recommended, including any of the following: ESRI ArcGIS, ArcIMS, ArcSDE, Mapserver, and/or Geoserver. Familiarity with the Linux/UNIX operating system is a plus. The ideal candidate must be a strong team oriented person and have good communication, effective interpersonal skills. Individual must also be able to work with minimal direction, self-discipline and a commitment of excellence to other members of the team.

The Great Lakes Commission, chaired by Lt. Gov. John Cherry (Mich.), is an interstate compact agency established under state and U.S. federal law and dedicated to promoting a strong economy, healthy environment and high quality of life for the Great Lakes-St. Lawrence region and its residents. The Commission consists of governors' appointees, state legislators, and agency officials from its eight member states. Associate membership for Ontario and Québec was established through the signing of a "Declaration of Partnership." The Commission maintains a formal Observer program involving U.S. and Canadian federal agencies, tribal authorities, binational agencies and other regional interests. The Commission offices are located in Ann Arbor, Michigan.
