Workgroup lists
Terms of reference
Technical Workgroups will be the primary mechanism for developing individual chapters of the Lake St. Clair/St. Clair River management plan. A workgroup will be formed for each topical chapter of the management plan. They shall include representation from all appropriate U.S., Canadian and tribal / First Nation agencies. Members of the Project Management Team (PMT) will serve on the workgroups, where appropriate, and will be responsible for soliciting additional staff from their agency to serve on workgroups where they can provide technical expertise on specific issues. The workgroup facilitators will solicit additional participants, as needed. Workgroup members are responsible for contributing information, advice and technical guidance for their chapter; being available for consultation; serving as a lead or contributing author; and reviewing, commenting and "fine tuning" draft chapters as they are developed.
Facilitators and schedule
The workgroups will be facilitated by the Great Lakes Commission and Environmental Consulting and Technology, Inc. (ECT). The point of contact for convening the workgroups is:

The workgroups will meet primarily by conference call with in-person meetings convened when feasible. The Great Lakes Commission and ECT will develop preliminary and final draft chapters for review by each workgroup. Draft materials will be posted on the project website and input will be solicited via email and during conference calls. The workgroups will begin their work in January 2002 and draft chapters will be circulated for PMT review on an ongoing basis as they are completed by each workgroup. The workgroups met in spring 2002 to develop preliminary draft chapters. They will meet again in fall 2002 to refine the chapters and develop goals, objectives and recommendations.
Chapter format and content
The management plan is intended to be concise and action oriented, with an emphasis on the development and implementation of practical recommendations. The format for each topical chapter will include an overview of the current status and trends for the chapter topic; goals and objectives for the topic area; brief synopses of major issues within the topic area; key findings; and detailed recommendations with associated responsible parties and resource needs. An initial chapter will be developed as a template to guide the workgroups and ensure consistency from one chapter to another.

Workgroup representation is expected to expand as the groups convene and draft chapters are developed. The primary topical chapters include:
