The city’s wastewater treatment plant needs millions of dollars in upgrades, but neither the conditions there nor employee error was the cause of a 2-million gallon sewage spill this week, Flint’s Department of Public Works director says. A partial report filed by the city with the state Department of Environment, Great Lakes and Energy on Tuesday, Aug. 20, says a “flash flood event” overflowed primary settling tanks at the treatment plant early Sunday, resulting in the sewage spill.
