This report represents a nearly two-year effort to identify priorities for small harbors and coastal communities in the Great Lakes-St. Lawrence River basin. While the committee spent much time discussing and identifying priorities, needs and emerging issues for both small harbors and coastal communities, the body of this report focuses specifically on priorities and actions to address needs for small harbors. Information on the issues and challenges facing coastal communities and summaries of the many federal, state and provincial programs that contribute to their viability and sustainability are included in the appendices.
